Yay, a licorice reference!
On a more serious note, when reading panel two, it seems to indicate that Weesh is saying, "What?" in regards to what Tate said in panel one. The logic of this strip would flow better for readers if Weesh were to say something more along the lines of, "What are you waiting for?"

Maybe a speech bubble over Tate, over 'What?' with '...' or 'Hmm...' would drive that point?
